The Norfolk Homeless Consortium, The City of Norfolk and The South Hampton Roads Regional Task Force to End Homelessness initiated a regional needs assessment to determine several factors, including:
- What is the capacity to serve homeless people in emergency shelter, transitional housing, treatment programs and permanent supportive housing?
- What models for housing supports have proven effective in other communities?
- What additional capacity to provide housing supports needs to be developed to achieve the goal of ending homelessness and how much of each type of housing support is needed?
- What measurable benchmarks should be established to monitor progress towards ending homelessness?
- What are the research and/or the evidence-based practices that underlie the strategic growth recommendations?
Through funding provided by each locality (City of Chesapeake, City of Virginia Beach, City of Portsmouth, City of Norfolk and the Norfolk Foundation) a contract was established with the Center for Urban Community Services Housing Resource Center in New York to conduct this needs assessment on our behalf.

There are several phases to this needs assessment. We are currently in the data collection phase that will allow CUCS to get a good picture of what we currently have in our region. There will also be site visits conducted here in our region. All forms for the first phase of data collection are Due by: Friday, February 13, 2009 and should be submitted to Yilla Smith, CoC Coordinator electronically at
