About Us:  The Norfolk Homeless Consortium

Welcome to the Norfolk Homeless Consortium page! 

We are glad you are interested in this important effort to address the urgent needs of our most vulnerable citizens.

The mission of the Consortium is to develop, sustain and coordinate a comprehensive continuum of care for the homeless citizens of the City of Norfolk in order to move the homeless population toward self-sufficiency and ultimately to eliminate homelessness. The Consortium has been meeting since 1993 and receiving funding from the U.S. Department of Housing and Urban Development to support its providers since 1995. Members of the Consortium make up a vast array of homeless assistance programs in Norfolk, Virginia, including emergency shelters, transitional housing, permanent supportive housing, homeless prevention, mental and physical health assistance, financial assistance, food, clothing closets, child care, and other emergency assistance needs.

We invite you to peruse the products developed by the Consortium, including the three-year priorities (2003-2005), the Continuum of Care Statement, the Standards of Care, and other documents and articles that explain the important elements of understanding homelessness.

Basic Information

There are over twenty agencies and thirty-five persons who actively take part in the Consortium, which is made up of several focus committees that meet in addition to regular meetings. All meetings are open to the public and welcome participation from Norfolk citizens. The Consortium meets the third Wednesday of each month at 12:30 pm. Central Intake/Families Committee

The Central Intake/Families Committee coordinates the implementation of the Central Intake System for Homeless Families. The Committee also advocates for homeless families as well as for funding and programs for homeless families within the Norfolk Homeless Consortium.

Continuum of Care Committee

The Continuum of Care Committee writes the Continuum of Care statement, ensures that all funded agencies adhere to any HUD policy changes. The Committee also develops protocols for grant submission and ranking, and then submits the protocols to the Norfolk Homeless Consortium for approval. The Committee also worked on developing the Standards of Care for the Norfolk Homeless Consortium.

Employment Taskforce

The Employment Taskforce works to develop strategies to help the homeless population gain and maintain employment.

Healthcare Committee

The Healthcare Committee advocates for the homeless population to receive access to healthcare.

HMIS Committee

The HMIS Committee provides oversight and guidance to the Norfolk Homeless Consortium on issues related to the implementation of the Homeless Management Information System. The Committee also ensures that HMIS users meet the established Standards of Care.

Homeless Vigil Committee

The Homeless Vigil Committee plans the annual Homeless Vigil to remember those who have lost their lives on while living on the streets.

Single Adults Committee

The Single Adults Committee advocates for single homeless adults, develops programs and funding that will be used for permanent housing and services for single adults. The Committee also educates the Norfolk community about the needs of single homeless adults.
